Personio is acquiring Circula to expand from HR software into employee spend and finance workflows.

Personio is widening its ambitions from HR software toward a broader operating platform for employee-related workflows.
What happened
Personio acquired Berlin-based spend-management platform Circula. Circula serves more than 3,000 businesses and provides tools for employee expenses, corporate cards, accounts payable and benefits.
The product will continue operating as Circula by Personio, while the Circula team joins the larger company. Financial terms were not disclosed.
Why it matters
HR, payroll, benefits and employee spending all depend on the same underlying organisational data: who works at a company, what they are allowed to spend and how those transactions are accounted for.
Combining these workflows can reduce duplicate data entry and give companies a more unified system for managing employees and associated costs.
The bigger picture
European software companies are increasingly expanding horizontally through acquisitions as they compete with broader US platforms.
For Personio, the move suggests a strategy beyond core HR management. Owning more financial workflows could increase revenue per customer and make the platform harder to replace, while also creating a larger dataset for future automation and AI features.
