Flower Labs is using the AI sovereignty wave to make a specific pitch: powerful models should not always have to leave the customer’s control.

What happened

Cambridge spinout Flower Labs launched Endeavor 1.0, a locally deployable AI model designed for enterprise and sovereign AI use cases.

The company was founded in 2023 and operates from London and Hamburg. It has raised more than £23M and builds open-source models, agents and federated AI infrastructure.

Endeavor is positioned around local deployment, data control and enterprise ownership of the AI stack. That matters because many organisations want model performance, but cannot send sensitive data into black-box external systems without legal, regulatory or strategic concerns.

Flower Labs is not only selling a model. It is also positioning itself around the infrastructure needed to train, fine-tune and deploy AI across distributed environments.

Why it matters

This is a strong AI sovereignty item.

Enterprises and governments are increasingly uncomfortable with total dependence on closed US model APIs. They want more control over where models run, how data is handled and whether AI systems can be adapted to local requirements.

Local deployment does not automatically solve every problem. Customers still need performance, security, maintenance and usability. But the fact that startups are now competing directly on ownership and deployment flexibility shows how enterprise AI buying criteria are changing.

The bigger picture

The AI market is moving from “who has the smartest chatbot?” toward “who controls the stack?”

Models, inference, data governance, security and deployment location are becoming part of the same procurement conversation. Flower Labs fits Europe’s broader push to build AI capacity that is not fully dependent on external platforms, even if the technical and commercial test is still ahead.
