EU Opens Bidding for Seven New AI Gigafactories
Europe is inviting consortia to compete for up to seven large AI-compute projects backed by public funding.

Europe does not only want to regulate frontier AI. It also wants enough computing power to build it at home.
What happened
The European Union has opened bidding for up to seven AI Gigafactories. The programme is supported by as much as €10 billion in EU and national funding and is intended to attract at least €20 billion in private investment.
Each project is expected to combine advanced AI processors, cloud software, high-speed connectivity and energy-efficient data centres. The infrastructure would support training, fine-tuning and running large AI models, with access intended for startups, scaleups, industry, researchers and public bodies.
The €20 billion private contribution is a target rather than committed capital. Consortia still need to apply, secure financing and demonstrate that their proposed sites can provide sufficient power, technology and operational capability.
These Gigafactories are larger than the EU’s existing network of AI Factories, which gives companies and researchers access to supercomputing resources. The new programme is aimed at frontier-scale compute.
Why it matters
Europe has strong research institutions and AI startups but remains heavily dependent on American cloud providers and imported chips. Limited access to large compute clusters can push promising companies to train elsewhere or rely on infrastructure controlled outside the region.
Public backing can lower the initial risk of projects that require billions in capital before demand is fully visible.
The bigger picture
Compute capacity is becoming industrial policy. The US, China and Europe increasingly view data centres, chips, energy and cloud platforms as strategic infrastructure. Europe’s challenge is not announcing the ambition; it is selecting commercially credible projects, attracting the private capital and supplying the electricity needed to operate them competitively.
