Estonia advances a bill for automated pharmacies

Estonia is proposing another way to collect medicines outside a pharmacy’s usual opening hours.

What happened

The Estonian government approved and sent parliament draft amendments to the Medicinal Products Act that would allow automated dispensing units linked to existing pharmacies.

The proposal includes remote pharmacist consultation and approval before medicine is dispensed, with identity checks for prescription purchases. Parliamentary passage is still required; the rules are not already enacted.

Why it matters

Automation could extend access while retaining a pharmacist’s role in checking the purchase. For technology providers, the proposal offers a possible route to deployment that depends on meeting the final regulatory requirements.

The bigger picture

A government-approved bill is an important step, but it is not the same as an operating pharmacy network. The next milestones are parliamentary decisions, implementation rules and evidence from any permitted deployments.
