AI investment is expanding technology budgets in some areas while putting pressure on others, and IBM’s mainframe business is becoming an example of that trade-off.

What happened

IBM reported quarterly revenue of $17.2B but missed expectations and reduced its full-year growth outlook.

Mainframe revenue fell 42%. The company linked part of the decline to customers redirecting spending toward increasingly expensive data-centre hardware and components required for AI infrastructure.

Mainframes typically operate in multi-year upgrade cycles, so a weak quarter can reflect both timing and broader spending priorities. The hardware also pulls through related software and service revenue, making the decline relevant beyond the machines themselves.

Why it matters

Enterprise AI does not lift every technology category equally.

Companies facing higher costs for servers, memory, networking and power may delay upgrades elsewhere, even when those systems remain essential. That creates a difficult allocation decision between maintaining core infrastructure and funding new AI capacity.

For IBM, weaker hardware sales can reduce high-margin software opportunities attached to the platform.

The bigger picture

The AI boom is reshaping enterprise capital expenditure rather than simply adding a new line item.

Vendors positioned directly in the AI stack may gain budget share, while mature infrastructure providers must prove how their products fit into the new architecture.

IBM’s challenge is to connect its mainframe, hybrid-cloud and AI businesses strongly enough that customers see them as complementary investments rather than competing priorities.
